Protection of historical and cultural monuments has always existed in Russia,
but each epoch had its own requirements and its legal basis.
In the 17th century there emerged a question of protection, and though in the
17-18th centuries there were no such things as «monuments of history and culture»,
«objects of cultural heritage», and until the Peter time there hadn't been a
decree on protection of any monument, but there always was a private opinion
that to destroy any antiquity (an icon, a temple, a gravestone, a barrow, etc.)
is impossible.
One of Peter's I first decrees concern subjects of art. In 1869 there appeared «a
project statement on protection of monuments», which divided the monuments into
four groups – architectural, written, paintings and monuments of sculpture and
carving.
The concept «historical monument» has been used since 1877 and became regular
after October revolution due to the number of decrees on protection of monuments.
In 1978 the Law of RSFSR «On protection and exploitation of monuments of history
and culture» which defined the protection of monuments as the major task of the
state bodies and public organizations was adopted.
Today according to the norms of the Federal law ¹73-ÔÇ of 25.06.2002 «On objects
of cultural heritage (monuments of history and culture) of the peoples of the
Russian Federation», the protection of monuments represents a complex of actions
on preservation, exploitation, popularizations and state protection of objects
of cultural heritage.
The State Establishment of Culture «The Management on restoration and
exploitation of monuments of history and culture in Vologda Oblast» actively
participates in the given actions in the region. The history of establishment
began in October, 13, 1966 when by the Decision of Executive Committee of the
Vologda Regional Council of Workers at the Office of Culture there was created
the industrial group on protection and exploitation of monuments of history and
culture, with 3 staff members. In 1987 the industrial group was reorganized in
the Research-and-production center on protection and exploitation of monuments
of history and culture. And from 1990 to 2002 as the Management on protection,
restoration and exploitation of monuments of history and culture in Vologda
Oblast the establishment carried out the functions of the state body on
protection of objects of cultural heritage. Since 2002 till now the management
carries out activity on the organization of works on revealing, inspection,
drawing up of the primary registration documentation on objects of cultural
heritage, on execution of functions of the customer – builder for repair –
restoration works, book-keeping of the monuments, the organization of
archeologic researches, development of the scientific – design documentation, it
promotes the objects of cultural heritage as spiritual – cultural and
educational centers, etc.
In the establishment there work qualified experts in the field of restoration of
objects of cultural heritage: architects, restorers, experts on budget affairs.
The establishment is situated in the monument of history and culture of the
regional value «the House, in which from 1918 to 1920 there was the staff of VI
Army of Northern front» (more known to the Vologda residents as the hotel «Gold
